Source of revenue increase:

 

Increase in the Radioactive Materials Emergency Response Fee from $200 per package to $1,500 per shipment.

 

Assumptions:

 

This bill redistributes the revenue generated by the Radioactive Materials Emergency Response Fee from WYDOT’s special revenue fund to the special revenue fund used by the Wyoming Emergency Management Agency, with the approval of the Governor.

 

The projected revenue increase is based on the 598 packages shipped in FY03 (598 x $1,300 fee increase = $777,400). The number of packages is assumed to remain constant. It is also assumed that 1 package under the current law will equal 1 shipment under this proposed legislation. If more than one package is contained in a shipment, the projected revenue increase will be less.

 

Source of revenue decrease:

 

Loss of federal funding due to expectation that the Department of Energy will require program support by funds collected.

 

Based on conversations with the Department of Energy, there is an expectation that federal funding for the Waste Isolation Pilot Plant (WIPP) will be reduced or eliminated with increased collection of emergency response fees. WEMA is currently budgeting $375,346 for the 2005-06 biennium for this program ($187,673 per year) with 100% federal dollars.
