Source of Expenditure Increase Related to Appropriation:

• Coverage of adult organ and tissue transplants;
• Additional claims payments, to qualifying hospitals, to cover 100 percent of hospital's costs.

 

Assumptions:

 

• Inflation rate of 3.1 percent.
• State share calculated using Wyoming's Federal Fiscal Year (FFY) 2004 Federal Medical Assistance Percentage (FMAP) of 57.85 percent.

 

For 42-4-103(a)(xxix)

·        Estimates based on identified, Medicaid eligible transplant patients as of July 1, 2003, rounded to two transplants per year.  The actual number of eligible patients may be higher or lower in any given year.

 

For 42-4-103(c)

·        Estimates based on claims data from in-state hospitals only, from State Fiscal Year 2002.

·        Out-of-state hospital claims are paid on inpatient and outpatient fee schedules, or negotiated.  If additional cost report data is provided from out-of-state hospitals, expenditures may increase to cover 100 percent of provider's costs.  This additional increase, if any, is indeterminable and not included in the above estimates.
