Fiscal Impact is not known given the lack of data necessary to accurately determine the impact.  The industry no longer reports the applicable expense information to the Department.  Furthermore, it is not known what “other” allocable expenses are being excluded from the costs that are reported to DOR.  In order to predict and prepare an accurate fiscal note, the DOR would need to be provided with detailed cost reports and general ledger figures.  DOR estimates it would take three to four weeks to secure the data and another one to two weeks to conduct an analysis and accurately report the actual impact, as well as the prediction of future fiscal impact.
