Source of revenue increase: Net impact on driver's permit fees.
Assumptions:
1) 15-year-olds not getting instructor permits will do so to qualify for an intermediate permit
2) 16-year-olds will be require an intermediate permit (no net fiscal impact)
3) Drivers meeting the intermediate permit requirements will then obtain a driver's license
4) The above estimates account for "grand fathered" licenses over the first three fiscal years
The fiscal impact to the judicial system is indeterminable due to an unknown number of cases.
