Source of Revenue Increase:  The revenue increase to the "Income Account" is a result of investment income from the $30,000,000 appropriation. 

Assumptions:  All investment earnings up to 5% of the corpus of the Trust Fund would be deposited annually, by June 30, into a separate account within the trust and agency fund.  The above assumes funds of the newly created Trust Fund are invested in the State Agency Pool, with an anticipated annual rate of return of 4.4% for FY05, 4.6% for FY06, and 4.8% for FY07.  It is further assumed that the interest will not be available for expenditure until after June 30th of each year.  Revenue generated from other contributions, grants, gifts, bequests, and donations to the Trust Fund cannot be predicted.

Source of Expenditure Increase:  Disbursement of grants in accordance with W.S. 9-2-1214.

Assumptions:  Assumes that all of the investment earnings from the prior fiscal year are disbursed.
