Source of Expenditure Increase:
The increase is due to UI charges for workers who are displaced when reservists return from active duty.
Assumptions:
Based on conversations with federal veterans representatives, it was estimated that 300 service personnel would be returning in FY 2005. The assumption was made that the proposed legislation would affect approximately half of these with a decline in the number of affected individuals in subsequent years as the wars wind down.
This cost will be picked up under the Noncharge Adjustment Factor and spread across all covered Wyoming employers.
