The fiscal impact is indeterminable.  The legislation requires public works projects awarded by the state for projects estimated to cost $1,000,000 or more to use apprentices for not less than 10 percent of the labor hours.  It is not possible to determine the fiscal impact (either costs or savings), because it depends on the number of public works projects awarded in any fiscal year, as well as the number of crafts and trades being utilized in any particular project.  The legislation specifies that the Department of Employment may grant a waiver from the requirement to use apprentice labor under certain circumstances outlined in the legislation. 

 

 

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.

The following state agencies will be asked to provide their estimate of the administrative fiscal impact prior to the first committee meeting held to consider the bill:
