The bill provides no increase or decrease in revenues to the State, but transfers $100,000 of the annual premium tax collections paid by insurers from the General Fund to the Medical Review Account within the Earmarked Revenue Fund to be used to fund the medical malpractice panel.

Source of Expenditure Increase: Expenditures would consist of panel member compensation as set forth in W.S. 9-2-1505(c) up to $100,000 per year. These same expenditures would be entirely offset by insurance premium taxes. Expenditures would be dependent on the number of hearings and the length of those hearings.
Assumptions: This assumes that as written, the proposed legislation only provides for hourly compensation of panel members while taking part in hearings, not while preparing for hearings (e.g. claim review). It also assumes that $100,000 per year would be sufficient to cover panel member compensation.
The fiscal impact to the judicial system is indeterminable due to an unknown number of cases.
