Source of revenue increase: $1 fee increase on most licenses and tags sold, $.50 fee increase on most stamps and permits sold

 

Assumptions:

 

This bill is effective January 1, 2005. Traditionally, Game & Fish only receives about 10% of revenues between January 1 and June 30.

 

Revenue increase is based on 2002 sales subject to fee increases (599,552 licenses & tags, 194,528 stamps & permits, 1,073 lifetime combo licenses/stamps, and 10,491 Harvest Information Program (HIP) permits).

 

It is assumed that Game & Fish will set by rule the commission on interstate game tags equal to the new commission rate for licenses.

 

Source of revenue decrease: Increase in commissions retained by license selling agents on licenses, tags, stamps, and permits sold

 

Assumptions:

 

Revenue decrease is based on 2002 sales subject to increases in commissions.

 

License selling agents will retain increased commissions for the following:

·        $1 increase in commission for licenses ($.50 is currently retained for each license sold by agents);

·        $1.50 increase in commission for tags (No commission is currently retained for tags sold by agents. It is assumed that Game & Fish will set by rule the commission on interstate game tags equal to the new commission rate for licenses.);

·        $.25 increase in commission for stamps and permits ($.25 is currently retained for each stamps and permit sold by agents);

·        $.50 increase in commission for reciprocity stamps and HIP permits (no commission is currently retained for reciprocity stamps and HIP permits sold by agents).

Assumed that the reciprocity stamps provided in W.S. 23-1-801 could not be assessed the $.50 because the stamp price is set by mutual agreement between the reciprocal states. However, Game and Fish will be required to pay the license selling agents the $.50 commission. There are approximately 6,091 of these reciprocal stamps sold by license selling agents.
