Source of increased expenditure:

1)  Legislative salary for one day each month the Legislature is not in session

2)  Legislative salary for one-half day of preparation for each day a committee meets

3)  Legislative salary for one-half day of travel to or from interim committee activity

 

Assumptions:

     This bill would not become effective until FY07, and then, would only impact the second half of the fiscal year.  Annual figures are divided by two, and thus, may overstate the second half of the fiscal year and understate the first half of the fiscal year since the Legislature is in session during a portion of the second half of the fiscal year.  This analysis excludes certain "small" select committees such as Select Facilities, Select Tribal Relations, Select Technology, and Select Process committees.  Further assumptions for each of the above components follow:

 

1)  One day per month salary computation:  5 months x 90 legislators x 1 day per month x $150 salary (that becomes effective January 2005) = $67,500 plus benefits of $5,164 for a total of $72,664 for one-half of the fiscal year.

 

2)  Committee preparation computation: 80 committee days per year x 12 members x ˝ salary of $75 = $72,000 plus benefits of $5,508 for a total of $77,508 per year divided by two equals $38,754 for one-half of the fiscal year.

 

3)  Committee travel computation:  55 committee meetings each year x 12 member travel days per meeting x ˝ salary of $75 = $49,500 plus benefits of $3,787 for a total of $53,287 per year, or $26,644 for one-half of the fiscal year.

 

Total half year impact of all provisions = $72,664 + $38,754 + $26,644 = $138,000. (rounded)
