Source of expenditure Increase (Decrease):
Medicaid reimbursements (Federal funds) for special education eligible services will replace current School Foundation Program expenditures for these services. The initial appropriation of $5,100,000 will provide state matching funds in advance for the federal funds received in succeeding years.
Assumptions:
Federal matching share = 57.85%, 22% of Special Education services are assumed to be covered by Medicaid while 48% of the special education students are assumed to be Medicaid eligible. The reimbursement program will be realized in school 2006 for expenditures incurred in school year 2005.
