Subject:  Establishing a fee permit system for surface water point source discharges.

 

 

Summary/Major Elements:

 

·        Establishes a permit fee system for national pollutant discharge permits and other surface water point source permits.

 

·        The fee is established at $100 per permit.

 

·        The fees are deposited in a separate account and, subject to legislative appropriation, are to be used for costs associated with surface water quality monitoring and other nonoperating costs associated with surface water discharges.

 

 

Comments:

 

· The department of environmental quality is required to report on the fee system by October 31 of each odd numbered year to the minerals, business and economic development joint interim committee.

 

· Creates a new program – creates a fee permit system for surface water point source discharges.
