Summary/Major Elements:

·        This bill:

·        Authorizes the Department of Family Services (DFS) to develop a comprehensive plan to improve the lives and futures of children and families;

·        Requires DFS to collaborate with a wide variety of public and private entities in developing the plan;

·        Specifies what the plan is to include;

·        Requires DFS to widely disseminate requests for public participation in development of the plan;

·        Requires DFS to submit a plan with recommendations for legislation to the Joint Labor, Health and Social Services Interim Committee by November 1, 2004 and a final plan by October 1, 2005;

·        Provides an appropriation of $200,000.00 to DFS for the study and plan.
