Summary/Major
Elements:

Current law provides for a preference point program for bighorn sheep and
moose licenses. Under the program,
those with more preference points (one point is accumulated for each year of
unsuccessful application) stand a better chance of drawing a license.

This bill authorizes the game and fish commission to establish a
preference point program for nonresident antelope, elk and deer licenses.

Under the new program, the fee for the nonresident antelope, elk and deer
is to be established by rule and may not exceed $50. Fees for nonresident bighorn sheep and moose preference point
drawings are to be established by rule and may not exceed $100. Lower fees may be established for youth.
Comments:
· Creates major program – creates a new preference point program for nonresident antelope, deer and elk hunting licenses.
· Contains delayed effective date – provisions authorizing rulemaking are effective immediately, the remainder of the act is effective January 1, 2005.
