Summary/Major Elements:

 

·        Clarifies that a minimum public comment period of 45 days is required for rules.

 

·        Specifies that emergency rules on the same issue may be adopted more than once, but the emergency rules may be effective for not more than a total period of 240 days (120 days for each period emergency rules are adopted).

 

·        Amends the filing period for rules from 60 days after adoption to 75 days.

 

·        Modifies other filing and review periods for administrative rules.
