Catch Title: UW-athletic facilities matching funds.

Subject: State matching funds for University of Wyoming athletic facilities.

Summary/Major Elements:

· Establishes a program providing state matching funds for qualifying contributions to University of Wyoming athletic facilities;

· Sets $25,000 as the minimum contribution amount required to qualify for state matching funds, to be committed during a period commencing September 13, 2003, and ending December 31, 2006, and actually received by the University foundation by December 31, 2008;

· Creates a University challenge account administered by the state treasurer, from which state matching funds are transferred to the University for qualified contributions;

· Requires the University to annually report to the state treasurer on matching fund program contributions and expenditures.
