Title: Public schools-foreign language pilot project.

Summary/Major
Elements:

Establishes pilot project for elementary instruction in foreign language
administered through the department of education, funded at $2 million for the
first two years of project operation;
·
Expands instruction in kindergarten through grade six in 50 elementary
schools over the pilot project period of five years;
·
Project participation determined through application to the department,
subject to specified criteria, to be selected by August 1, 2004;
·
Requires participating districts to assist the state superintendent with
project development and implementation and to provide necessary reports to
administer and evaluate project;
·
Discontinues the project if less than 10 elementary school participate.
Comments:
· Requires the state superintendent to report to the joint appropriations committee and the joint education interim committee on project development and implementation, and student achievement under the project.
