Subject:  Joint resolution to amend the Wyoming constitution to authorize enactment of laws for local economic development for local governments.

 

Summary/Major Elements:

 

·        Current constitutional law prohibits the state from appropriating money to any entity which is not under the absolute control of the state (Art. 3, Sec. 36); and prohibits the state or a local government from loaning, giving its credit or donating money in aid of any individual, association or corporation except for aid of the poor (Art. 16, Sec. 6).

 

·        The joint resolution (to be submitted to the voters) would amend the constitution to authorize the legislature to enact laws for local governments to use local sources of revenue (property taxes, sales taxes, etc.) for economic or industrial development subject to vote approval.
