· This Joint Resolution to amend the Wyoming Constitution is in response to Hoem v. State of Wyoming, 756 P.2d 780 (Wyo. 1988), which previously held that the Wyoming Medical Review Panel Act, created by W.S. 9-2-1501 et seq. was unconstitutional.
