Subject:  Creates a new authority to assist with the development of electric transmission infrastructure.

 

Summary/Major Elements:

 

·        This bill creates the Wyoming infrastructure authority, a state instrumentality modeled largely upon the natural gas pipeline authority.

 

·        Among other things, the authority may:

o                   Own, operate, rent, lease, sell or otherwise convey electric transmission infrastructure, including power lines, and interests therein;

o                   Establish and collect fees in consultation with but not under the supervision of the public service commission;

o                   Issues bonds for the activities of the authority or to assist other entities in developing electric transmission infrastructure, which may be used as legal investments for state and local governments.
