Catch Title:       Enhanced and improved oil recovery.

 

Subject:  Creates the enhanced and improved oil recovery commission.

 

 

Summary/Major Elements:

 

·        Creates an eight member enhanced and improved oil recovery commission, with the governor, state geologist, a legislator and five members appointed by the governor.

 

·        Establishes terms and duties of the commission.  The commission in conjunction with UW oil and gas research entities is to:

o       Develop a research program focused on oil and gas recovery technological issues;

o       Expand a program for technology transfer to industry;

o       Develop a research program for potential uses of carbon dioxide.

 

·        The commission is to oversee the programs and facilitate agreements between the oil and gas industry and the institute for data and model sharing.

 

·        An appropriation is provided to the University for development of the programs.

 

Comments:

The commission is to report by November 1, 2004 and November 1, 2005 to the joint minerals, business and economic development interim committee.
