Elements:

Creates an eight
member enhanced and improved oil recovery commission, with the governor, state
geologist, a legislator and five members appointed by the governor.

Establishes terms and duties of the commission. The commission in conjunction with UW oil and gas research
entities is to:
o Develop a research
program focused on oil and gas recovery technological issues;
o Expand a program for
technology transfer to industry;
o Develop a research
program for potential uses of carbon dioxide.

The commission is to oversee the programs and facilitate agreements
between the oil and gas industry and the institute for data and model sharing.
·
An appropriation is provided to the University for development of the
programs.
Comments:
The commission is to report by November 1, 2004
and November 1, 2005 to the joint minerals, business and economic development
interim committee.
