Subject: Transportation and special education adjustments to the education resource block grant model.

Summary/Major Elements:

· Eliminates the combined incentive grants under both the transportation and special education adjustments to the cost-based school finance formula;

· Combined incentive grants provided districts an additional amount for transportation and special education reimbursements upon reduction of district transportation or special education expenditures compared to model base year (school year 1997-1998) expenditure levels.
