• Establish within state penal institutions industries that will produce marketable products or services;
• Make inmate products or services available to agencies of state, federal or local government;
• Engage in activities related to the marketing of inmate products;
• Establish pay rates for inmates based upon specified job-related and behavior-related criteria;
• Prohibits the department from competing with private industry through inmate industries;
• Requires that proceeds from inmate industries be deposited in the enterprise or internal service fund of the same institution.
