AN ACT relating to the
Wyoming infrastructure authority; creating the authority; defining composition,
purposes, powers and duties of the authority; providing for the planning,
constructing, financing, maintaining and operating of electric transmission
facilities and related infrastructure by the authority; authorizing the
issuance of revenue bonds or other obligations payable from revenues of the
authority; providing terms and procedures for the issuance of bonds and other
obligations; providing for disposition of revenue of the authority; specifying
legislative findings; authorizing state investment in bonds of the authority;
authorizing financing of other projects by the authority; providing for reports
and recommendations; creating an advisory committee for the authority;
providing an appropriation for a loan to the authority and for repayment; and
providing for an effective date.
