"Section 3.

(a)  The right to freely speak, write and publish, being vital to the citizens of Wyoming, and for which any speaker, writer or publisher shall be responsible, shall not be abused.  All efforts to persuade the citizens of Wyoming on this joint resolution shall be truthful and verifiable and shall be subject to both civil and criminal prosecution.

(b)  In addition to any other civil or criminal penalty, any person who violates subsection (a) of this section shall be guilty of a high misdemeanor punishable by not more than one (1) year imprisonment, a fine of not more than five thousand dollars ($5,000.00), or both.".  MOCKLER
