AN
ACT relating to a state lottery organization; granting authority to the Wyoming
pari-mutuel commission to operate a state lottery organization and to contract
with other states for operating a lottery; providing rulemaking authority to
the commission; providing for a director of the state lottery organization;
providing for licensing of lottery game retailers; creating a lottery account
in the enterprise fund; authorizing expenditures for the lottery; specifying
how lottery profits shall be distributed; providing generally for the operation
of the lottery; exempting sales of lottery tickets and shares from sales tax;
providing penalties; making appropriations; and providing for an effective
date.
