(a)  Before purchasing any land for any state purpose, the state agency or board shall, in accordance with rules of the state building commission, determine if any land owned by the state is available and could be used for the state purpose. The agency or board shall, in accordance with rules of the state building commission, negotiate with the agency or board owning or controlling the land for purchase or lease of the lands.  In planning for state agency office and other needs and construction projects required for those needs, the state building commission and the state capital construction commission shall, prior to recommending additional construction, determine the feasibility of leasing space in existing buildings within the vicinity.".  LANDON
