The following sections summarize the Committee proceedings by topic.  Please refer to Appendix 2 to review the Agenda.

 

Call To Order

Chair Kunz called the meeting to order at 1:30 p.m.  The minutes from the December meeting were moved by Senator Coe and approved.

 

State capital construction

 

LSO staff reviewed the draft bill on state capital construction (04 LSO 0314.W2, appendix 3).  A brief written summary of the bill was provided prior to the meeting.  Appendix 4.  Senator Larson moved to sponsor the bill as a Committee bill in the upcoming session.  Vice-chairman Luthi seconded the motion.  The following actions were taken on the draft:

 

Senator Mockler moved to limit the new commission to a four year period.  Passed.

Senator Larson moved to delete the State Treasurer as a member of the commission and to move the overall membership to seven (page 2).  Passed.

Senator Larson moved on page 2-line 22 to change the limitation to not more than 2 per county.  Passed.

Senator Mockler moved on page 3-lines 5 through 7 to change the pay of the commission to legislative pay.  Passed.

Senator Mockler moved to delete lines 16 through 19 on page 4.  Passed.

Senator Mockler moved on page 3-line 19 to include the appropriations committee as a recipient of the commission's annual report.  Passed.

Vice-chairman Luthi move to delete "or the governor" on page 5-line 9.  Passed.

Speaker Parady moved to delete "the governor" and insert "the state building commission" on page 2-lines 14 and 17.  Passed.

Senator Larson moved to change "October" to "September" on page 12 –lines 1 and 7 and to conform other dates accordingly.  Passed.

Speaker Parady moved to delete lines 6 through 13 on page 23.  Passed.

Speaker Parady moved to delete lines 12 through 21 on page 22.  Passed.

Senator Mockler moved to delete page 23-line 20 through page 24-line 11.  Passed.  It was clarified that the intent of the motions was to remove the Select Committee on Capital Financing and Investments from budget review and construction review and only to receive reports and monitor progress of the commission and staff was directed to make changes as necessary to reflect that intent.

 

The main motion, as amended passed 8-3, with Senators Massie and Mockler and Representative Reese voting "no" and Representative Warren excused.

 

Spending policy report

 

LSO staff explained that the Committee is to report annually to the Legislature regarding recommended changes to the state spending policy established for investment earnings on the Permanent Wyoming Mineral Trust Fund and the Common School Account within the Permanent Land Fund.  Based upon the Committee's actions earlier in the interim, staff had prepared a proposed report.  (Appendix 5).  The report was approved unanimously (Representative Warren excused).

 

The meeting adjourned at 2:20 p.m.
