1.         Call to Order/Opening Remarks.

2.         Small School Adjustment to the Wyoming Block Grant School Funding Model:  small schools in large districts.

2004 Laws, Chapter 108, Section 402(d) requires the Joint Education Interim Committee to investigate the need to refine the small school adjustment to the education resource block grant model, adopted by the 2004 Legislature, based upon any cost differences between small schools operated in large districts and small schools operated in small districts.

 

3.         School Finance Litigation.

·         Michael O'Donnell, State's Counsel

 

Michael O'Donnell, state's counsel for school finance litigation, will update legislators on school finance litigation, as initiated by a joint petition filed by the Wyoming Education Association, the Wyoming School Boards Association and several Wyoming school districts.

 

4.          School Finance: Constitutional Limitation on Maximum Recapture of School District Revenues.

2003 Original Senate Joint Resolution 0006 proposes a constitutional amendment which would eliminate the maximum limitation on the recapture of excess revenues, to be placed on the ballot at the November 2004 election.  Due to continuing questions, LSO staff will brief Legislators on background and implications of the amendment.

2.         State Superintendent Dr. Trent Blankenship.

 

Summary of the State Superintendent's recent statewide tour and meetings with school districts, recommendations resulting from these activities, and discussion of other educational issues.

 

3.         Student Assessment, WyCAS Results, State Board Accreditation of Districts and AYP Results.

2003-2004 WyCAS results will be reported, together with progress on student assessment as developed pursuant to 2004 Laws, Chapter 109 and the Student Assessment/Accountability Task Force, the August action of the State Board of Education on school district accreditation and the 2003-2004 AYP results (Adequate Yearly Progress under NCLB).

 

4.         Department of Education Reports to the Committee.

 

Tammy Cox, Deputy Superintendent, Educational Programs

            2003 Laws, Chapter 208, Section 1 requires the State Department to develop recommendations on a regionalized approach to special education delivery.

 

2004 Laws, Chapter 108, Section 801(c) requires the State Department to report school district expenditures of full-day kindergarten program assistance, broken down by expenditure category.

 

2004 Laws, Chapter 108, Section 1001(g) requires the State Department to report on summer school remediation and intervention programs receiving state funds and to provide recommendations for program improvement and continuation.

 

Fred Hansen, Unit Director, Finance

W.S. 21‑13‑333 provides assistance to school districts for reading assessment and intervention programs outside block grant model funding.  Districts are required to report expenditures of state assistance to the Department.

 

2004 Laws, Chapter 108, Section 302(a) requires the State Department to report on the implementation and administration of the mobility component within the at-risk adjustment to the block grant model prototypes, as enacted by the 2004 Legislature.

2004 Laws, Chapter 108, Section 402(b) requires the State Department to report on established policies and procedures governing alternative schools for purposes of small school adjustment eligibility.

 

Dr. Cheryl Schroeder, Department of Education

2004 Laws, Chapter 115, Section 1(f) requires the State Department to report on the foreign language instruction through grade six pilot project development and implementation, findings and expenditures, together with recommendations for project continuation.

 

5.         School Facilities Commission.

The School Facilities Commission has several concerns to share with legislators on the district facility planning process.

 

6.         Adult Basic Education.

 

Report on the General Educational Development and the Adult Basic Education programs administered by the Department and on Department issues and concerns with these programs.  The Department of Education and the Department of Workforce Services will jointly address this issue.
