Wyoming Cost-Based Funding Model -- version 4.2a              
     
This spreadsheet models the Wyoming Cost-Based Funding Model as a tool for the Wyoming Legislature.
Several individual funding components make up the Wyoming Cost-Based Funding Model to fund Wyoming elementary and secondary schools and school districts.
The methodologies for each of these components are detailed in reports submitted to the Wyoming Legislature. This spreadsheet model implements the methodological intent of those component reports in order to fund Wyoming schools and school districts in a cost-based manner.
This spreadsheet model shows how the Wyoming Cost-Based Funding Model has been recalibrated and updated to the 2001-02 school year, as well as how new funding component methodologies have been implemented.
The calculations for each Wyoming Cost-Based Funding Model component is shown in separate worksheets within the spreadsheet model. In addition, data used in calculations throughout the model are also shown in separate worksheets.
     
Data items shown throughout the spreadhsheet model vary according to data type.
     Enrollment data is shown to three decimal points.    
     Dollar data is shown to two decimal points.    
     Staffing data is shown to one decimal point.    
However, at the time of model submission, the actual data values may extend past the shown decimal points. This may lead to disparate calculated results between what is calculated in the spreadsheet and if the calculations were done manually.
The Data Elements Summary worksheet details the basic Wyoming Cost-Based Funding Model prototypes and methodological inputs used for calculating the funding allocated to districts based on the enrollment characteristics of the districts and its schools.
     
Version 4.2a incorporates changes to the small schools adjustment formula, the addition of secondary school mobility to the at-risk adjustment, and the addition of a classified employees experience adjustment as enacted during the 2004 legislative session. These changes were made to version 4.2.
