2004 SCHOOL FINANCE FINAL ESTIMATES

The following charts incorporate final estimates of foundation program guarantee payments to school districts based upon action taken by the Legislature during the 2004 Budget Session.  Please note that the estimates are ESTIMATES only, and are developed for members of the Legislature to illustrate policy adjustments and to establish the state budget for foundation program entitlements.  Estimates by the Legislative Service Office are not intended to be used as final distributions and used by school districts in assembling district budgets.

Chart 1 provides the final estimates based upon the 2.3% external cost adjustment, modifications to the education resource block grant model including routine maintenance.

Chart 2 provides historical funding under the block grant guarantee, providing comparisons to pre-block grant funding in effect prior to school year 1997-1998.

Chart 3 provides estimated major maintenance payment levels for school year 2004-2005 based upon modifications enacted by the Legislature, together with previous payment levels commencing with school year 1998-1999, the first year of program funding.
