AN ACT relating to school finance; providing assistance to districts for reading assessment and

intervention programs; implementing the adjustment to the education resource block grant model for

 experience and longevity of school district classified staff; modifying the at-risk adjustment to

include mobile students; modifying the small school adjustment; providing a foundation program

hold harmless through school year 2005-2006; clarifying Wyoming cost-of-living index

computations; imposing duties upon the department of education; providing for school finance

studies and reporting; providing appropriations; and providing for effective dates.
