AN ACT relating to the construction and improvement of public works; authorizing the use of

alternate design and construction delivery methods in awarding contracts for public improvements

under the direction of state and local government including institutions of higher education, school

districts and other political subdivisions; defining terms; imposing conditions; conforming

statutory provisions accordingly; and providing for an effective date.
