AN ACT to make appropriations for the biennium commencing July 1, 2004, and ending June 30,

2006; providing definitions; providing for appropriations and transfers of funds during that

biennium and for the remainder of the current biennium as specified; conforming specified statutory

provisions during the term of the budget period as related to these appropriations; providing for

employee positions as specified; and providing for an effective date.
