AN ACT relating to civil actions; providing for waiver of governmental immunity for specified

contract health care providers providing services for state institutions and county jails; modifying

limitations on damages; providing corresponding coverage under the local government and state

self-insurance programs; providing definitions; making conforming amendments; specifying

applicability; and providing for an effective date.
