"(a) The attorney general, in cooperation with the board of pharmacy and the department of health, shall study the feasibility of creating private sector, inter-governmental, interstate or international compacts or agreements to serve as a wholesaler of prescription drugs in this state. The study shall evaluate such a system's practicality, potential cost savings, impact on the availability of prescription drugs and other related issues. The attorney general shall report the results of the study to the joint corporations, elections and political subdivisions interim committee by November 1, 2005.
(b) The attorney general shall investigate the possible existence of unlawful price manipulation by pharmacy drug benefit management services, including the procurement of prescription drugs at a negotiated rate for dispensation within this state to individuals covered by third party payor plans.
(c) The joint corporations, elections and political subdivisions interim committee shall study the advisability of enacting the Pharmacy Benefit Manager Licensure and Solvency Protection Act or similar legislation to ensure that Wyoming citizens are assured the most accessible prescription drug services available. The committee shall report its recommendations and proposed legislation, if any, to the management council by December 1, 2005.".
