"Section 2.  Prior to any expenditure from the excellence in higher education endowment account established under W.S. 21-16-1201(a), a committee consisting of three (3) university of Wyoming trustees appointed by the president of the board of trustees, one (1) member of the community college commission appointed by the chairman of the commission, one (1) Wyoming community college trustee appointed by the president of the Wyoming association of community college trustees and four (4) business and industry leaders appointed by the governor shall present a plan for the implementation of the endowment that enhances the purposes of this act and furthers the needs of the Wyoming economic, social and educational infrastructure.  The plan shall be presented to the joint appropriations interim committee not later than October 1, 2005.  Support and consultation for the committee shall be provided by the university and the community college commission.".

"7-19-201.  State or national criminal history record information.

 

(a)  The following persons shall be required to submit to fingerprinting in order to obtain state and national criminal history record information:

 

(i)  Employees of substitute care providers certified by the department of family services pursuant to W.S. 14-4-101 through 14-4-116; or

 

(ii)  State institution, department of family services or department of health employees who may have access to minors, to persons suffering mental illness or developmental disabilities or to the elderly; shall be required to submit to fingerprinting for the purpose of obtaining state and national criminal history record information before employment or transfer to a position where access is acquired. On and after July 1, 1996,

 

(iii)  Applicants for initial certification by the professional teaching standards board and employees initially hired by a school district on or after July 1, 1996, who may have access to minors in the course of their employment; shall be required to submit to fingerprinting for the same purposes. For purposes of this article,

 

(iv)  Department of health or department of family services contractors providing specialized home care or respite care to minors shall be considered departmental employees;.

 

(v)  After June 30, 2005, applicants for employee or volunteer positions with any public or private fire department, ambulance service or local or regional emergency response team.".  MOCKLER
