15-1-410(c). The board may adopt rules
as necessary to provide for application for and disbursements of these
funds. No funds shall be disbursed to a
municipality until after the municipality establishes that it has incurred
costs pursuant to W.S. 15-1-410(c).
Should funds appropriated under this section not be sufficient to
reimburse all applicants, funds shall be made available to municipalities based
