"(a)  The joint judiciary interim committee shall study the issue of legislative privilege existing at common law and shall review possible legislation and possible changes to rules of the legislature in order to:

(i)  Recognize legitimate needs of legislators to develop legislation in preliminary stages and to maintain the privilege and confidentiality of the thought processes of legislators; and

(ii)  Make legislation approved for introduction available for public inspection at the earliest possible time while still meeting those legitimate needs.

(b)  The committee shall recommend to the Management Council any rule changes and shall sponsor legislation it determines to be necessary.".
