AN ACT relating to public health and safety; providing for electronic health records; providing for the designation of a regional health information organization; providing for contracting with the regional health information organization for development of a system of electronic health records; providing priorities in system development; providing protections for patient privacy; providing for development of incentives for use of the system; providing appropriations; authorizing additional positions; and providing for an effective date.

"(a)  There is appropriated from the general fund to the department of administration and information the sum of one million, five hundred thousand dollars ($1,500,000.00) for the purposes of implementing this act.  Up to five hundred thousand dollars ($500,000.00) may be expended to develop a plan to implement this act.  No additional funds shall be expended until a plan has been developed and recommended by the Regional Health Information Organization of Wyoming (RHIO) and has been approved by the chief information officer of the state and the governor.

(b)  There is appropriated from the general fund to the department of administration and information the sum of eight million, four hundred thousand dollars ($8,400,000.00) for the purpose of implementing the hub and e-prescribing features of this act.  No part of this appropriation shall be expended without future legislative action.".
