Assumptions:

 

The actual number of employers that would participate in this type of program is unknown to the Workers’ Safety and Compensation Division.  It can be assumed that employers already testing for drug and alcohol use at the work place would participate, but this number is unknown.

 

The proposed discount of five percent (5%) from the base rate premium of participating employers would have a very minimal impact on the overall balance of the workers’ compensation fund.  It can be assumed that the resulting reduction of injury frequency and cost as a result of this program would at least partially offset the premium discounts earned, and at best result in a return amount greater than the base premium discounts.
