Source of revenue increase:
$1.2 million of FY 2007 revenue increase is represented by revenue authorized by this bill if the agency were to institute the 50% surcharge authorized by 11-20-405(c). The surcharge is repealed at the end of FY 2007. The seed stock and exhibition permits created by 11-20-230 will bring in additional fees. The brand-recording fee that will be retained as authorized by 11-20-103(b) will bring in additional fees. The fees for non-mandatory inspections as authorized in 11-20-402 (a)(xi) will bring in additional fees, however, the amount of fees generated is indeterminable but will be insignificant.
Assumptions:
Inspection numbers remain the same as they did for FY 03 (best estimate of what numbers will be for the next 2-3 years). The Livestock Board charges the maximum surcharge permitted, although may elect to institute a lower surcharge depending on account solvency.
250 producers will apply and pay for a seed stock or exhibition stock permit. 150 brands will not be recorded, but the $25 fee will be retained (this is based on numbers of non-issued brands in previous years).
The fiscal impact to the judicial system is indeterminable due to an unknown number of cases.
