Source of Revenue Increase: 

A fee paid by applicants who receive a license in the limited quota draw conducted by Game and Fish if the applicant applied online and paid with a credit card.   The fee would partially offset the cost of the credit card merchant fee.  Initially, and indefinitely, this charge will only apply to Internet applications for big and trophy game animals.   Presently, game and fish does not accept credit cards but in calendar year 2007, we anticipate that sportsmen, resident and nonresident, will be able to apply for big and trophy game animal licenses over the Internet and pay with credit cards which will be more convenient to the sportsmen.

 

Assumptions: 

The fee associated with electronic payments, as discussed in W.S. 23-1-302 (o), are expected to offset, in part, all cost assessed to the department for accepting electronic payments (merchant fees).    These fees, and associated costs, are not readily identifiable or determinable at this time.   The revenue above was estimated by assuming 25% of the big and trophy game animal license draw applications will be submitted via the Internet, approximately 43,750 applications.  And for each application submitted through the internet session, a fee of $2.00 will be assessed.  The $2.00 fee will be charged per Internet session, and is not dependent upon the dollar amount or the number of licenses applied for during one Internet session.

The above figure represents estimated lost interest income from Internet applications for the limited quota draws where the applicant does not remit total license fees, but only initially remits the application fee.   Presently, application fees and total license fees must accompany the application.   The new electronic licensing system anticipates the use of electronic payments (credit cards) which will only require the payment of the application fee.    Under the existing system, the State Treasurer invests the license fees and the Department earns interest income which will be diminished if payment is made via credit card.  

 

Assumptions: 

The $56,750 reduction in revenue assumes 25% of the limited quota applications will be submitted via the Internet.
