FISCAL NOTE

This bill contains an appropriation of $200,000 from the GENERAL FUND to the Community College Commission.  This appropriation is effective immediately. Any unexpended funds shall not revert at the end of the biennium.

Source of revenue decrease: Tuition waiver at University of Wyoming (UW) and community colleges for oversees combat veterans

 

Assumptions:

 

The table above reflects the estimated tuition that would be waived by UW and the community colleges for veterans participating in the program. The estimates are based on 12 credit hours per semester, 2 semesters per year, and current tuition rates with inflation of 3 percent per year.

 

Assumed 10 percent of qualifying veterans would participate. The number of participating veterans is estimated at 48 in FY 2007, 68 in FY 2008 and 88 in FY 2009. Due to low mortality rates of veterans who would qualify under the bill, no qualifying widows and orphans are anticipated. Assumed 50 percent of participants would attend UW and 50 percent would attend community colleges. 

 

The above revenue decreases would be offset by the $200,000 General Fund appropriation in the bill. The Commission shall reimburse UW and community colleges for tuition waived under the program. If insufficient funds are appropriated, the reimbursement shall be proportionately reduced based on tuition expenses. The Commission may take an administrative fee of up to 5 percent to administer and disburse funds.
