Pursuant to W.S. 23-2-306(b) fifty percent of revenues collected from lifetime conservation stamps are deposited in the Game and Fish Trust Account and the other fifty percent of the revenues are deposited in W.S. 23-1-501(e), Access Account.

 

Each lifetime conservation stamp is $150. The Veterans Commission indicates that there are approximately 1768 disabled veterans who currently meet the criteria of this legislation for a free lifetime conservation stamp. The loss of revenue in FY 2007 is the amount of the lifetime license ($150) times the number of eligible veterans (1768) split between the above two funds.

 

The loss of revenue in FY 2008 and 2009 is the loss of time value of money on the $265,200 in addition to the number of newly qualifying disabled veterans on an annual basis (250) as estimated by the Veterans Commission. The Game and Fish Department receives approximately four percent (4%) annual interest on its investments with the State Treasurer. This annual interest rate times $265,200 is approximately the annual loss of $10,608 in addition to loss of conservation stamp revenue of $37,500 (250 x $150), split between the above two funds.

 

Assumptions:

 

The Game and Fish Department assumes that the number of eligible disabled veterans remains the same each fiscal year; that all eligible disabled veterans would apply for this stamp; and that there are no present disabled veterans meeting the criteria of this legislation who already have purchased lifetime stamps.
