The fiscal impact, in the form of potential increased expenditures, is indeterminable due to the following unknown information.

1.      Unknown demographics and unknown number of potential participants who would enroll.

2.      Unknown medical utilization history of potential participants.

3.      Unknown claims history of potential participants.

 

According to the Employees Group Insurance Program, the following factors pertaining to this bill will impact expenditures of the program:

 

·         It is assumed that only those private or non-profit organizations with claims utilization and insurance rates higher than the rates for State Employees would enroll in the program.

 

According to Suzan Pauling of the Wyoming Coalition Against Domestic Violence and Sexual Assault, there are an estimated 200 crime victim service provider employees with 128 dependents.
