Game and fish-combat military fee exemption.

FISCAL NOTE

There are anticipated revenue decreases which are indeterminable due to an unknown number of active military personnel on leave.  The three funds which would be affected are the game and fish fund, the game and fish trust account and access fund because license fees are deposited in the game and fish fund while the annual conservation stamp fees are split between all three funds.  There is also a potential that federal funds (Dingell-Johnson) may be decreased because that funding is based on the number of fishing licenses sold along with other complicated factors.

 

Source of revenue decrease:

Revenue decrease will occur because elk and deer licenses, small game licenses, bird licenses and conservation stamps will be given to combat military personnel free of charge.  To the extent these licenses and conservation stamps are being purchased presently by this group of individuals, then that amount of revenues will be lost.  A resident elk license is $42.00; a resident deer license is $30.00; a resident game bird license is $12.00; a resident small game license is $12.00; a resident daily fish license is $3.00 and a conservation stamp is $10.00.  Although the number of military personnel cannot be determined at this time, we are assuming that there are 2000 of these individuals in order to order license books.   The lost revenue with that assumed number is merely 2000 times the cost of each license.   Game and Fish cannot determine what the lost revenues would be from federal funding.

 

Assumptions:

We are assuming that presently military personnel in combat zones are purchasing the above licenses.
