FISCAL NOTE

The fiscal impact, in the form of a $1 billion appropriation from the Budget Reserve Account and General Fund to the proposed Excess Funds Account, is indeterminable.

The above referenced appropriation is contingent upon the passage of House Joint Resolution 1 by the legislature during the 2006 budget session and by the electors of the State of Wyoming during the 2006 general election. House Joint Resolution 1 would amend Article 16, Section 6 of the Wyoming Constitution to authorize the expenditure of excess state funds to the citizens of the state.

In the event of passage of House Joint Resolution 1, the above referenced appropriation shall be made as soon as funds are determined to be available from unexpended, unappropriated, and unencumbered balances within the Budget Reserve Account and General Fund for the fiscal biennium ending June 30, 2008. Since the unexpended, unappropriated and unencumbered balances within the Budget Reserve Account and the General Fund for the 2007-08 biennium are currently unknown, it cannot be determined whether $1 billion will be available for appropriation. Therefore, the fiscal impact of this bill is indeterminable.
