FISCAL NOTE

 

No significant fiscal or personnel impact at the state level.

 

This joint resolution, if submitted and passed by a majority of voters in the next general election, would effectively redistribute a portion of rebated recapture among all school districts in the state according to each district’s proportional share of State Guarantee Funding from the prior year. Because this is a re-distribution of funds already rebated to school districts and which would not be considered by the State, no revenue impact at the state level will result, however individual school district revenue will change due to the redistribution. 

 

The estimated impact at the district level for the 2007-08 school year is shown on the attached spreadsheet.   

 

Assumptions: 

 

If passed in the 2006 session by the Wyoming Legislature, this joint resolution would be taken to Wyoming voters in November 2006.  It is assumed that this provision would be implemented beginning in school year 2007-08.

 

Estimated district revenue is measured using version 1- inflated recalibrated model, as Amended by the Joint Education Committee on February 2 & 3, 2006.  This estimate uses October 2005 enrollment used as a proxy for 2006-07 ADM.  Hold Harmless is not included.

In addition, the Secretary of State's Office will experience an expenditure increase of about $18,000 in FY07 for statutory publication costs, based on historical data.  This cost is the same for all joint resolutions of this type, assuming the length of the statement on the proposed amendment is roughly the same.  Information provided by Pat Arp, Secretary of State's Office, phone:  777-5333.
