Source of expenditure increase: General Fund appropriation for the biennium beginning July 1, 2006. Biennial standard budget appropriations for biennial periods beginning July 1, 2008.

 

Assumptions:

FY 2007 = 6 first-year students in FY07 receiving $10,000/semester for 2 academic semesters plus $2,500 for 1 summer session (total $22,500) = 6x $22,500 = $135,000; plus $7,500 for administration costs = $142,500.

 

FY 2008 = 6 new first-year students plus 6 second-year students (from FY07) for 2 academic semesters plus $2,500 for 1 summer session (total $22,500) = 12x $22,500 = $270,000; plus $12,500 for administration costs = $282,500. Administration costs increase in FY08 to $12,500 from $7,500 because the number of students funds is doubled and the program is fully subscribed. Biennium total = $425,000 General Fund appropriation for the biennium beginning July 1, 2006.

 

FY 2009 and subsequent fiscal years (fully subscribed program) = 6 new first-year students plus 6 second-year students for 2 academic semesters plus $2,500 for 1 summer session (total $22,500) = 12x $22,500 = $270,000; plus $12,500 for admin costs = $282,500 per FY thereafter; General Fund.

 

The University could receive repayments from students of all amounts expended by the state on the student’s education, plus interest, if the student does not actively engage in professional practice in Wyoming, or withdraws from nursing school or clinical practice, or does not make satisfactory progress toward completion. However, it is hoped that all students will engage in professional practice in Wyoming for the period required to relieve the obligation to repay. In addition, repayments do not accrue for students who chose to repay until after the student’s residency, so it is unlikely that any revenue will be generated during the FY 2007-2009 timeframe. Also, there is no practical way to estimate the number of students who must repay due to withdrawal or unsatisfactory progress.
